Overview

Pradhan Mantri Awas Yojana (Urban) was launched on 25 June 2015 by the Ministry of Housing and Urban Affairs (MoHUA) with the objective of providing all-weather pucca houses to all eligible urban beneficiaries under the vision of “Housing for All.” The scheme covers all statutory towns as per Census 2011 and towns notified subsequently, targeting Economically Weaker Sections (EWS), Low Income Groups (LIG), Middle Income Groups (MIG), and slum dwellers.

The original PMAY-U achieved significant milestones, with over 122.50 lakh houses sanctioned and more than 97 lakh homes completed and handed over by February 2026. Building on this success, the Government launched PMAY-U 2.0 on 1 September 2024, targeting 1 crore additional affordable houses for poor and middle-class urban families over five years (2024-2029), with a total investment commitment of ₹10 lakh crore, including ₹2.30 lakh crore as subsidy assistance.

PMAY-U 2.0 Components

PMAY-U 2.0 restructured the scheme into three verticals:

  • Beneficiary-Led Construction (BLC): Assistance for individual house construction or enhancement. As of February 2026, 1.66 lakh houses sanctioned under this vertical.
  • Affordable Housing in Partnership (AHP): Housing projects in partnership with private/public developers. 1.09 lakh houses sanctioned.
  • Interest Subsidy Scheme (ISS): Replaces CLSS; provides interest subsidy on housing loans for EWS/LIG categories.
  • Affordable Rental Housing (ARH): For migrant workers and urban poor near workplaces. 12,846 houses sanctioned.

Key Initiatives

  • Affordable Rental Housing Complexes (ARHCs): Provides dignified rental housing for migrant workers and urban poor near industrial areas and workplaces.
  • CLSS Awas Portal (CLAP): Real-time stakeholder integration platform; CLSS tracker available on PMAY(U) App and UMANG portal.
  • ANGIKAAR Campaign: Promotes water/energy conservation, waste management, health, sanitation, and hygiene awareness among beneficiaries.
  • Technology Sub-Mission (TSM): Facilitates adoption of modern, innovative, and green construction technologies for faster and sustainable housing.
  • Global Housing Technology Challenge (GHTC): Invited innovative construction technologies from across the globe to improve speed, quality, and sustainability of housing.

Women Empowerment

Around 96% of houses approved under the BLC and ISS verticals of PMAY-U 2.0 have been registered in the name of the female head of the family or jointly with a woman member. The scheme mandates preference for ownership in the name of female members. Preference is also given to differently-abled persons, senior citizens, SCs, STs, OBCs, Minorities, single women, and transgender persons.

  • February 2026: 6th Central Sanctioning and Monitoring Committee (CSMC) meeting approved 2.88 lakh additional houses, taking total PMAY-U 2.0 sanctions to 13.61 lakh across 16 states and UTs.
  • FY 2025-26 Budget: ₹54,232 crore allocated for PMAY-Urban, a massive increase from the FY 2024-25 revised estimate of ₹13,670 crore.
