Overview

Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) is a Centrally Sponsored Scheme implemented by the Department of Social Justice and Empowerment since 2021-22. It was formed by merging three pre-existing schemes: Pradhan Mantri Adarsh Gram Yojana (PMAGY), Special Central Assistance to Scheduled Castes Sub Plan (SCA to SCSP), and Babu Jagjivan Ram Chhatrawas Yojana (BJRCY). The merger was designed to create a single, comprehensive programme for the socio-economic upliftment of Scheduled Caste communities.

The scheme targets the holistic development of SC-dominated villages by transforming them into “Adarsh Grams” (model villages) with adequate infrastructure, livelihood support, and educational facilities. As of FY 2023-24, a total of 1,260 villages had been declared as Adarsh Grams. The Budget Estimate for 2025-26 allocated ₹2,140 crore to PM-AJAY.

  • Grants-in-aid to States/UTs for economic development programmes targeting SC communities
  • Funds used for income-generating activities, skill development, and comprehensive livelihood projects
  • Focus on reducing poverty and generating employment among SC populations
  • State Governments prepare annual plans indicating proposed interventions

3. Babu Jagjivan Ram Chhatrawas Yojana (BJRCY)

  • Construction of hostels and residential schools for SC students

  • Ensure adequate infrastructure — roads, drinking water, sanitation, housing
  • Provide educational support through hostel construction near quality institutions
  • Achieve saturation of government welfare schemes in SC-concentrated areas

Implementation Framework

  • Implemented through State Governments and UT Administrations

  • Convergence with existing schemes — PM Awas Yojana, Jal Jeevan Mission, Swachh Bharat, MGNREGA
  • Village-level committees constituted for participatory planning

Latest Developments

Mains and Interview Importance

GS Paper 2 — Social Justice, Welfare Schemes, Governance:

  • Critically examine how PM-AJAY addresses the multi-dimensional deprivation of Scheduled Caste communities. Is the merger of three schemes into one umbrella programme an improvement over the earlier fragmented approach?
  • Discuss the concept of “Adarsh Gram” under PM-AJAY. How does the model village approach differ from the Saansad Adarsh Gram Yojana (SAGY)?
  • Evaluate the role of convergence in welfare delivery with reference to PM-AJAY’s integration with PM Awas, Jal Jeevan Mission, and MGNREGA.

Interview Angle:

“PM-AJAY targets SC-dominated villages, but many deprived SC families live in mixed-caste villages. Does the geographic targeting model leave out a significant portion of the intended beneficiaries?”
