About the Index

The Logistics Performance Index (LPI) is a benchmarking tool created by the World Bank to measure trade logistics performance. Published as part of the report “Connecting to Compete: Trade Logistics in the Global Economy,” the LPI is released biennially (every two years) and evaluates 139 countries.

The LPI scores countries on a scale of 1 (worst) to 5 (best) across six core dimensions:

  • Customs — efficiency of customs and border clearance
  • Infrastructure — quality of trade and transport infrastructure
  • International Shipments — ease of arranging competitively priced shipments
  • Logistics Competence — quality of logistics services (e.g., transport operators, customs brokers)
  • Tracking and Tracing — ability to track and trace consignments
  • Timeliness — frequency with which shipments reach the consignee within scheduled time

India’s Performance

India improved to 38th rank with a score of 3.40 (out of 5) in LPI 2023, up from 44th rank (3.18) in 2018. This represents a jump of 16 places since 2014 when India was ranked 54th.

India’s strongest performance was on Timeliness (3.5) and Tracking and Tracing (3.5), reflecting improvements in digital logistics infrastructure and real-time cargo monitoring systems.

Key government initiatives driving this improvement include the National Logistics Policy (2022), PM Gati Shakti National Master Plan, Sagarmala project, and Dedicated Freight Corridors.

Key Highlights of Latest Edition

  • Singapore reclaimed the top spot with a score of 4.3, a position it also held in 2007 and 2012
  • Finland (2nd, 4.2) and Denmark (3rd, 4.1) rounded out the top three
  • Sub-Saharan Africa showed the widest logistics performance gap with high-income countries
  • The LPI 2023 introduced a new statistical methodology that reduces sampling bias and improves comparability
  • Digitalisation of logistics processes was identified as the strongest driver of improvement for middle-income countries
  • The gap between the best- and worst-performing countries widened compared to the 2018 edition
